Background

New tasks, constantly shifting needs and political framework conditions not only resulted in altered requirements and conditions meaning ASFINAG had to respond accordingly but meant that the company itself also had to develop internally in line with these changes.

Important historical key events impacting ASFINAG’s corporate development:

1982 ASFINAG was founded as a financing company. From now on all loan operations for all project companies in Austria were managed centrally by a financing company that was fully owned by the federal government.

1992 ÖSAG and ASG were founded: the six operational motorway companies that had previously existed in Austria were merged into two companies: ASG for the West of Austria and ÖSAG for the rest of Austria.

1997 Usufructus contract and introduction of the toll sticker: from 1997 ASFINAG assumed overall responsibility for the primary road network and associated liabilities. A statutory spin off of accumulated liabilities of 5.66 billion euro also meant new tasks for ASFINAG: planning, construction, maintenance, operation and financing of the primary road network in Austria. The right to collect tolls and usage-related charges on it own behalf (usufructus) meant income was generated from the special toll sections and the introduction of a time-related toll for vehicles of a gross permissible weight below 12 tons – the toll sticker was born.

2004 Introduction of the truck toll, vehicles with a maximum permissible gross weight of over 3.5 tons became subject to a mileage-dependent toll.

2005 ASFINAG International GmbH was founded.

2005 Take-over of EUROPPASS: by acquiring the Autostrade subsidiary Europpas, ASFINAG took over an electronic truck tolling system that met Austrian requirements.

2006 Direct take-over of road operation following termination of service contracts with federal provinces.

2006 Launch of the PPP (Public Private Partnership) project.

2007 Amendment to usufructuary law: preparation of a master plan for road construction projects.

2008 Internal restructuring at ASFINAG: ASFINAG Verkehrstelematik GmbH was dissolved and the company’s responsibilities integrated in the existing structures.

2009 Consolidation of the three service companies: the syndicate agreement was drawn up regulating the consolidation of the three service companies by merging SGN and SGS into SGO and the rights of ASFINAG and the federal provinces as shareholders of the new service company bearing the company name “ASFINAG Service GmbH“.
