
New criteria in the tendering procedure ensure more sustainability
Over the past years, ASFINAG has taken several steps towards implementing principles of sustainability in the supply chain as well. In the construction sector, since January 1, 2017, there are required social and environmental criteria for all major tendering procedures.
Works contracts make up the by far largest financial volume. They are publicly advertised. Already since 2015, for all construction tendering of more than one million euros ASFINAG has been relying on the best bidder principle. In addition to economic criteria, 18 quality and sustainability criteria are taken into consideration when determining the best bidder.
At the beginning of the year 2017, this tendering procedure was developed still further: The quality and sustainability criteria available for selection were increased to 31, and for large construction projects, as of this year at least one social and one environmental criterion are obligatory.
Independently of this, the tendering procedure is subject to strict internal rules. Comprehensive compliance requirements, a detailed procurement process, and extensive training courses ensure correct purchasing in all areas.
Many standardised deliverables such as office equipment, telecommunications, cleaning services, printer performances or IT hardware are purchased through the Federal Purchasing Authority (BBG), according to the "naBe" action plan for sustainable public procurement.
